Most international travelers are not comfortable with taking the time to fill out the form, particularly those with pre-existing health states, or those with no access to a pc, or those who cannot read foreign language in their personal computer. Those with no problems would continue to be able to take advantage of different services the government supplies to make sure its citizens that everything is done correctly.
